Radcliffe Hub
PROJECT OVERVIEW
Hannan Associates were part of the design team responsible for delivering Bury Council’s new Civic Hub in the heart of Radcliffe town centre. Vinci Construction handed over the new Civic Hub to Bury Council in September 2026.
Supported by the Government’s Levelling Up Fund, the community hub provides a new home for leisure services, alongside a library; learning and community spaces; and facilities supporting health and wellbeing. Designed with sustainability at its core, the building operates without fossil fuels and is targeting Net Zero Carbon in operation.
Our team provided Building Services Engineering Design, Energy Modelling and Sustainability Consultancy Services for our client, Vinci.
The scheme also included the renovation of the Market Chambers to accommodate new retail, office and studio space; the refurbishment of the Market Hall basement for multi-purpose events; and improvements to the surrounding town centre public spaces. Together, these improvements form part of the wider regeneration of Radcliffe, helping to create a more vibrant and accessible town centre while supporting opportunities for learning, social interaction and community participation.
Sustainability and social value remained key priorities throughout the project’s delivery. The Civic Hub’s fossil fuel-free design supports the ambition to achieve Net Zero Carbon in operation, while its flexible, multi-purpose facilities are intended to support the long-term needs of the local community.
The Civic Hub has been designed to address the need for high-quality, accessible community facilities in Radcliffe, providing a central focus for skills, education and community activities.
During the briefing stage, Hannan Associates met with various end users and stakeholders within Bury Council to understand the requirements of the services that would occupy the building. This early engagement helped embed flexibility into the design, allowing spaces to accommodate a range of Council services, including Adult Learning and Special Educational Needs.
Throughout construction, the project team maintained a strong focus on community engagement, social value and sustainability, achieving a 45/45 Considerate Constructors Scheme score.
We worked alongside Pozzoni Architecture, Alan Johnston Partnership, Planit-IE, Bespoke Fire and Sutton Sustainability on Vinci Building’s design team working for Bury Council.
